Learn to juggle with your arms high enough to also hula hoop then start with one ball while hula hooping and work your way up
It depends on the look you're going for, and what you consider "cheating". I'd hoop around the thighs (often called "knee hooping" in tutorials), and then the hoop is well out of the way. If you can't already knee hoop, that might seem harder. But once you can knee hoop, combining that with juggling seems a lot easier / less awkward.
I guess you could instead hoop around the shoulders or neck with a really low juggling pattern. Then you could try to move between those two configurations :-).
